RoA Minister of Health Harutyun Kushkyan has met with USAID HS-STAR project representatives. The guests have presented an analysis on ”Primary Health Care system enrollment based financing, PHC physicians allocation and performance and PHC workforce planning” based on Yerevan situation.
The analysis implemented by HS-STAR project, aimed at studying the overall situation of Yerevan PHC facilities enrollment based financing and identify factors impeding this financing model, also at presenting recommendations to decrease or eliminate those factors. It was also analysed how the PHC provider workforce will be allocated if the above-mentioned system is adopted. According to the study results if the PHC service financing is implemented only by the number of registered population (in Armenia only 89,4% of population have selected doctors and were registered), the “under-financing” of Yerevan PHC facilities will be equal to the amount calculated for not registered population.
HS-STAR project representatives have proposed their recommendations on abating the consequences of “under-financing”, have presented the simulation model and proposals based on this simulation model. The analysis has also revealed that 82% out of Yerevan PHC facilities 829 physicians (family doctors, pediatrics, therapists) have less workload than is defined by normative. Both the enrolled population and daily average number of patients fall below the defined norm.
Minister Kushkyan has requested that the ministry officials take steps to address the identified problems; particularly, to develop necessary means to surmount the challanges proposed by the enrollment based financing system.
